9/11/2003 Charlotte Fire Dept. Capt. Tony Bateman (cq) walks between thousands of flags on the lawn of old city hall in uptown Charlotte Thursday morning prior to the start of a memorial service honoring the victims of the 9/11 terrorist attacks. One flag was placed for each victim.
