1/14/2005 Karen Herron peers out the screen door of her Southside Homes apartment Friday. The Charlotte Housing Authority wants to limit how long the poor can receive public housing assistance, possibly ending lifelong help for thousands of families. A plan the agency is crafting would force tenants in public housing projects to move out after a set amount of time and cutoff Section 8 assistance to able-bodied adults. Administrators have not determined how long people would remain eligible for housing or assistance. The proposal would make Charlotte one of only a few cities in the United States that restrict the amount of time low-income residents can receive housing help. Time limits in the other municipalities range from three to seven years. TODD SUMLIN-STAFF PHOTO
